Consensus

Consensus by definition means unanimous agreement. For example, if all 100 United States senators in congress were to vote against a bill purposing an attack on Canada, it could be said that the bill was opposed by a total consensus of United States senators. Consensus is always 100% agreement. The only major organization in the world to operated on consensus is the North Atlantic Treaty Organization (NATO). Every decision that NATO makes must be either agreed on by all of its members or at least not opposed by any of its members in order for the prepositional to be passed. Most other organizations or decision making bodies such as the United Nations or Congress are based on an agreed to percentage number to pass legislation.
