The Eighth Circuit is a federal Court of Appeals which covers Missouri, Arkansas, Iowa, Minnesota, Nebraska, North Dakota and South Dakota.
It is about evenly balanced between conservative and liberal judges, even though 9 out of 11 of its active judges were appointed by Republican presidents.
