Federalist No. 20
From Conservapedia
Federalist No. 20, authored by James Madison under the pen name Publius, is the twentieth of 85 essays. Titled "The Same Subject Continued: The Insufficiency of the Present Confederation to Preserve the Union", Madison concludes his remarks by making a comparison with a (then) contemporary confederacy, the Netherlands. Specifically, the Netherlands at that time was a confederacy of aristocracies, leading to confusion between competing sovereigns.
It was published on December 11, 1787.
