A percent (literally, "per cent" means "per hundred") is another way of expressing a fraction. Instead of allowing any denominator, a percent always has a denominator of 100.

There is a special notation based on this concept: When the denominator is 100, it is omitted, and the numerator is usually followed by the percent sign "%". For example, one percent (or simply "1%") would be 1/100, and 1/4 (25/100) would be 25%.
