In Pfizer, Inc. v. India, 434 U.S. 308, 319-320 (1978), the U.S. Supreme Court held that the Executive Branch authoritatively determines which governments are entitled to sue in federal courts. Specifically, the Court held that a foreign nation could sue to enforce the antitrust laws.
