SALT II was another treaty between the United States and the Soviet Union following SALT I. It was signed by Jimmy Carter in 1979. In a victory for conservatives, on December 20, 1979 the Democratic-controlled Senate Armed Services Committee voted 10-0 against ratifying the treaty. This lopsided vote (with seven abstentions) declared that SALT II was "not in the national security interests of the United States." The U.S. Senate thereby failed to ratify the treaty, and it never went into effect.
