Well officially it was. What it actually does, however, is a magnitude of 100 greater. It allows a President to designate something as a National Monument, without having to seek the approval of Congress. Devils Post Pile, Big Sky National Monument (later incorporated into Grand Teton National Park) and millions and millions of acres have been added since it was enacted.
