Without an explanation of Z, E and gamma, it doesn't make any sense. You may say that it isn't plagiarism, as the source is an agency of the government. But obviously the sentence was copied without any understanding of the subject! That means that it isn't helpful for any reader, careless editing - and bad manners.

When I wrote the above, I didn't realize that you, Aschlafly, were the only prior contributor to this article. Perhaps I should have used a less harsh tone, but the points I'm making are still valid, mainly
If you are copying material from an outside source, you should link to it even if you are allowed to quote it freely. But even more important, you should explain the abbreviations which are used in your quotation if they aren't explained in your text already.
