Master Agreements

This text reads,

  • After Pearl Harbor (Dec. 7, 1941), when it became a full belligerent, the United States and fourteen of its allies signed master lend-lease agreements

however the Avalon project [1][2] and the Dept. of Navy Historical Center [3] use this:

  • Act of Congress of March 11, 1941, that the defense of the United Kingdom against aggression is vital to the defense of the United States of America; (known as An Act to Promote the Defense of the United States).
