Featured was chosen as a Conservapedia featured article {{{when}}}

A start on a Featured Article template. The 'when' parameter is used to say when the article was featured, eg 'in December 2008', or could be left blank.

Where it says 'Featured', the name of the actual page would appear.

A suitable image would be desirable (and improvements to the general formatting are welcome).
