The article you link to uses the word "confiscate" exactly once, in regard to LAND confiscation, and its concluding paragraph states "[t]he famine was caused by the shortfall in food production but this was a result of the bad policies and centralization of power in the central government." In fact, the article you link to broadly supports the contention that poor economic policies resulted in famine.
