Yes, editors cannot delete pages. And before doing redirects, or deciding unilaterally what is good and isn't you should contact a sysop, rather than just plowing ahead with redirects, etc. Look under ADF, articles for deletion for how to mark an article with the template, etc. My IM is listed, as well as my email enabled through CP.
