Ok, here are the answers to your questions. I don't know how exactly they select the sysops, but I will explain who you are to the site authority and try to get you the ability to upload images. I strongly encourage you to contribute much about Chechnya here, because we do not have a pro-Russian bias as does wikipedia. I hope you decide to stay here. My user page is here: [1].
