The german and japanese sensability to NOT wage a gureilla warfare. Most notably the germans were ready to do so, but were convinced by one of thier own to NOT do it.

I think that it may well be the Truman Doctrine that played the most important role- it is pivotal because it ensured that USA would be prepared to pursue their policy of containment, and that would begin, inherently, in preventing the spread of communism from Easter Europe with the formation of Trizonia in February 1948.
