In Village of Willowbrook v. Olech, the U.S. Supreme Court held that someone who is singled out for an adverse action by government has a cause of action under the Equal Protection Clause as a "class of one".

The case arose when Thaddeus and Grace Olech wanted to tap into the municipal water supply in Willowbrook, Illinois. But because they had previously and successfully sued Willowbrook over a different dispute, the village delayed processing their application and imposed unusual burdens.
