Buddy Garcia

Hector Steven Garcia, known as H. S. "Buddy" Garcia (born 1967), is a former interim member of the Texas Railroad Commission, the elected body which regulates the oil and natural gas industries in Texas. Garcia was appointed to the commission by Governor Rick Perry on April 12, 2012,[1] to replace Elizabeth Ames Jones of San Antonio, who stepped down after seven years on the panel to challenge State Senator Jeff Wentworth in District 25 in the Republican primary on May 29, 2012. Neither Jones nor Wentworth won the senatorial nomination; instead the party in a July 31 runoff nominated the more conservative Dr. Donna Campbell.

Garcia's appointment expired with the November 6 general election. Christi Craddick of Midland won the post over the Democrat Dale Henry of Lampasas. She is the daughter of State Representative and former Speaker Tom Craddick.[2]

A Republican who resides in Austin, Garcia served from January 2007 until his appointment to the railroad post as a commissioner at the Texas Commission on Environmental Quality. He is a past deputy Texas Secretary of State and a former state border commerce coordinator. He is a member of the Texas Coastal Land Advisory Board and the Gulf of Mexico Alliance.[1]He worked in the negotiation of a dispute with Mexico over the use of water from the Rio Grande.[3]

Garcia graduated from Saint Joseph Academy in his hometown of Brownsville in far south Texas. He first attended Texas A&M University - Kingsville on an academic scholarship and played football there, but he transferred after a year to Texas State University in San Marcos, from which he received in 1990 a Bachelor of Arts in political science.[3]

Garcia is a former staff member for State Senator Eddie Lucio, Jr., a Brownsville Democrat. He was also a member of Rick Perry's staff from 1999 to 2000, when Perry was lieutenant governor under George W. Bush. Garcia is a former deputy legislative director for Perry and special assistant to the governor for Texas/Mexico border issues.[4] He is a volunteer coach for the Northwest Austin Little League.[1]
