Federalist No. 60
Federalist No. 60, authored by Alexander Hamilton under the pen name Publius, is the sixtieth of 85 essays. Titled "The Same Subject Continued: Concerning the Power of Congress to Regulate the Election of Members", Hamilton puts forth his second of three papers discussing the powers that Congress has over the election of its own members, and explains why the states should not have complete control over election laws.
