Ricardo M. Urbina is a U.S. District Judge that recently ruled that 17 terror inmates held in Guantanamo Bay Detention Camp, Muslim Uighurs of Chinese descent, should be freed to live in America. It is a shocking case of judicial activism that forced the Bush administration to get a three-judge appeals panel to halt the detainees' release temporarily.
