Single transferable vote

In the example given the quota should be 10,001 votes. Since there were 30,000 votes in total and 2 seats up for grabs, if two candidates each get 10,001 votes that only leaves 9,998 votes for all the other candidates. Hence no other candidate could possibly get more votes than the two who got 10,001 votes. AndyJM 14:14, 20 February 2009 (EST)
