Mahmoud Amin Ya’qub al-Muhtadi
Mahmoud Amin Ya’qub al-Muhtadi (born 1991) is an Arab "Palestinian" Islamist man from Gaza, accused by U.S. federal prosecutors of participating in the genocidal Hamas-led attack on Israel on October 7, 2023, and entering the United States on a fraudulent visa. He was charged with providing material support to a foreign terrorist organization and visa fraud, according to a criminal complaint unsealed in October 2025.[1][2][3][4]

Background
Mahmoud al-Muhtadi was born in Gaza in 1991 and lived there until March 2024.[1] He is alleged to have been a member of the National Resistance Brigades, the military wing of the Democratic Front for the Liberation of Palestine, a paramilitary group that has fought alongside Hamas since October 2023.[1][4] According to U.S. prosecutors, al-Muhtadi was involved in organizing armed fighters and crossed into Israel on October 7, 2023, following the initial wave of Hamas militants during the attack that killed approximately 1,200 Israelis and took about 250 hostages.[1][2][3] There's evidence placing him near one of the worst-hit Israeli communities.[3][4]
Involvement in October 7 Attack
According to a criminal complaint filed on October 6, 2025, in the U.S. District Court for the Western District of Louisiana, al-Muhtadi urged others to participate in the October 7, 2023, attack.[1][4] Transcripts of his phone calls from that morning show him instructing others to "get ready" and that "the borders are open," as well as requesting rifles, a full magazine, and a bulletproof vest for another individual.[1][4] His phone, using the Gaza-based mobile carrier Jawwal, connected to an Israeli cell tower near an Israeli kibbutz where at least 60 people, including some Americans, were killed that day.[1][2][4] While al-Muhtadi has not been accused of directly killing anyone, prosecutors allege his actions supported the attack.[1][3]
Evidence cited in the complaint includes Israeli intelligence and photos from al-Muhtadi’s social media and email accounts, indicating his affiliation with the National Resistance Brigades.[1][4]
Entry to the United States
Al-Muhtadi allegedly applied for a U.S. immigrant visa on June 26, 2024, while living in Cairo, Egypt.[1] The application falsely stated that he had no history of serving in a paramilitary unit or engaging in terrorist activities.[1] He entered the United States through Dallas-Fort Worth International Airport on September 12, 2024, according to U.S. Customs and Border Protection records.[1] By May 2025, he was residing in Tulsa, Oklahoma, where he reportedly posted photographs of himself and his children posing with a Glock pistol.[1] In June 2025, FBI agents located him in Lafayette, Louisiana, where he was working at a restaurant.[1]
Arrest and Charges
On October 16, 2025, al-Muhtadi was taken into custody at the St. Martin Parish Correctional Center near Lafayette, Louisiana.[1][3] He faces charges of providing material support to a foreign terrorist organization and visa fraud.[1][2][3] The complaint was signed by Alexandria M. Thoman O’Donnell, a supervisory special agent with the FBI, assigned to a Justice Department task force prosecuting individuals involved in the October 7 attack.[1][4] Al-Muhtadi was scheduled to make an initial court appearance on October 17, 2025, before Magistrate Judge David J. Ayo.[1] It remains unclear whether he had legal representation at the time.[1]
U.S. Attorney General Pamela Bondi described al-Muhtadi as "this monster" who had been "hiding out in the United States," stating: “After hiding out in the United States, this monster has been found and charged with participating in the atrocities of October 7 — the single deadliest day for Jewish people since the Holocaust. While nothing can fully heal the scars left by Hamas’s brutal attack, this Department’s Joint Task Force October 7 is dedicated to finding and prosecuting those responsible for that horrific day, including the murder of dozens of American citizens."[3]
