A Total rework

I'm going to work on this "article". The current version is not educational and it doesn't meet any requirements to be an encyclopedic article. There's no citations and the last sentences are just odd and clearly someones personal opinions. --Maryl 04:00, 31 July 2007 (EDT)

States on welfare

I think we should include the 50 states themselves in the main body of the article. It is well known that many states receive more federal money than they pay, and the federal government uses the money to coerce and silence the more conservative states into doing things they otherwise wouldn't do. Only focusing on transfer payments to people and not to the state governments seems like a glaring omission in the article to me. [1]
