In Vermont Yankee Nuclear Power v. NRDC, 435 U.S. 519 (1978), a unanimous U.S. Supreme Court held that a reviewing court may not generally impose additional procedural requirements on governmental agencies.

This opinion, written by Chief Justice William Rehnquist, ended decades of incremental procedural obligations imposed on governmental agencies by the judiciary. This decision constituted a stunning change in direction in administrative law.

Justices Lewis Powell and Harry Blackmun took no part in the decision.
