This article has fallen victim to political rhetoric. A government "shutdown" does not actually stop the operation of any branch of the government. Certain non-essential operations, which aren't funding, could slow down or stop if the workers choose to walk out (thinking they might not got paid after funding is restored - and it always has been restored after the political fur that was flying finally settled).

On second thought, we're all adults here. So we know that "government shutdown" doesn't mean the military return from overseas duty, the White House is locked up, and the rest of the federal government takes a vacation.
