Perhaps a better definition than "raising awareness" would be:

a concerted effort by opinion-forming institutions to indoctrinate [1]

George Will - people still read him? Instead of looking to someone like Will, why not use a dictionary definition to establish the meaning of the term and then go out into the wider world for example.
