Pang says that, between 2003 and 2017, 436 tonnes of dog meat was exported from China to Chinese restaurants in Japan, a country full of dog lovers. Japan’s Ministry of Agriculture, Forestry and Fisheries says around 25 tonnes of dog meat was imported from Vietnam in the past three years. Yuen says it is likely the meat was served mainly to immigrants and migrant workers living in the country.[13]

Here, the terrified animals are kept for days. They have rice forcibly pumped into their stomachs - some suffocate in the process - to increase their weight before they are stuffed back in cages and trucked to restaurants and slaughterhouses, and sold for about HK$24 a kilogram.

When they arrive at a restaurant, each dog is beaten on the head with a metal bar and then has its throat cut before being put, often still conscious, into a barrel of boiling water. Finally, it is skinned in a revolving drum.[17]

According to the Huffington Post:

Vietnam’s dog meat industry is a dark one, rife with cruelty and illegality as hundreds of dogs are snatched from streets or family gardens by roving bands of dog thieves. At a restaurant you might not be eating your own companion, but chances are you’re eating someone else’s.[18]

In 2018, The Independent declared:

Officials in Vietnam's capital are urging residents to avoid eating dog meat, as part of a move to eradicate rabies.

Hanoi's vice mayor Nguyen Van Suu also said that slaughtering dogs and cats for their meat was disturbing to foreigners and would "negatively impact the image of a civilized and modern capital."

His message was published on the city's website.

Suu also instructed local governments to raise awareness of the risk of rabies when consuming dog and cat meat.

His move is part of an effort to stamp out rabies in Vietnam by 2021. The move is a contentious one as many Vietnamese believe that eating dog meat increases stamina and the dish is thought of as a delicacy.

There are 493,000 dogs and cats in Hanoi, of which 10% are raised for commercial purposes, including for their meat.[19]
