Carlos Pascual, is a career diplomat with the rank of ambassador; from 2000 to 2003, he served as U.S. ambassador to Ukraine. He has been nominated as ambassador to Mexico. Pascual was born in Cuba and immigrated to the United States with his parents.

Carlos Pascual is intimately familiar with the operation of the National Security Council of the White House.

He was one of the experts who last November (2008) led a project on Managing Global Insecurity (MGI), which the Brookings Institution undertook in conjunction with the universities of Stanford and New York aimed to offer a series of recommendations to the next U.S. president on international affairs, especially cross-border threats and challenges.
