A citizen-petitioned grand jury is an unusual mechanism that bypasses prosecutors and authorizes citizens, by way of petition, to convene a grand jury to investigate charges and decide whether to indict someone for a crime.

Citizens in Kansas have used this procedure to consider charges against abortionists (such as George Tiller) and pornographers. A total of six states provide for a citizen-petitioned grand jury:[1]
