A civilization needs a form of government (a set of laws), a written language, so they can record their history and accomplishments so they don’t have to repeat the same mistakes or invent the same thing over, a form of education, skilled workers, an agricultural surplus to feed the skilled workers, law enforcement, economy, and a currency or trading system.

Civilizations were also noteworthy due to the emergence of hierarchy in society. The masses needed the kings and priests to tell them what to do, and the kings and priests needed the masses so they could live lives of power and leisure. It was a good deal for all.
