Disinhibition

Disinhibition is defined by America's primary disease control agency as "an increase in unsafe behaviors in response to perceptions of safety caused by introduction of a preventive or therapeutic intervention."[1]
When penicillin was used to treat syphilis, objections were raised that the availability of treatment would spur more extramarital sexual activity. The same argument has been made about condom distribution and needle exchange programs.
