Federalist No. 11, authored by Alexander Hamilton under the pen name Publius, is the eleventh of 85 essays. Titled "The Utility of the Union in Respect to Commercial Relations and a Navy", Hamilton points out the importance of a federal navy with relation to foreign trade abroad, with a discourse on "active commerce" vs "passive commerce".

It was published on November 24, 1787.
