The psalmist David wrote: "The fool says in his heart, 'There is no God.'" - Psalms 14:1 (ESV)

A fool, in the Bible, is often a morally depraved person (See: Bible's definition of a fool). For instance, the fool has said in his heart that there is no God (Psalm 14:1), and one who rapes his sister is a fool (2 Samuel 13).
