Julius Caesar "J.C." Watts is a conservative Republican who served as U.S. Representative from Oklahoma, 1994–2002. He was a star quarterback for the University of Oklahoma as Most Valuable Player in the Orange Bowl games of 1980 and 1981; he then played professional football in the Canadian Football League. He became a Baptist minister and was elected to Congress in 1994, the year of the Republican Revolution. As the only black Republican in Congress he became a spokesman for the GOP and in 2002 was the House GOP Conference Chairman.[1] He published the book What Color is a Conservative? in 2002.[2]
