James Clapper (born March 14, 1941) served as the Director of National Intelligence throughout most of the Obama administration.

Clapper illegally leaked the Clinton-Steele dossier to CNN, lied to Congress about it, and was rewarded by CNN with a contract.[1][2]


Domestic spying

On March 12, 2013, in public testimony before the Senate Intelligence Oversight Committee Democratic Sen. Ron Wyden asked Obama Director of National Intelligence (DNI) James Clapper, "Does the NSA collect any type of data at all on millions, or hundreds of millions, of Americans?" Clapper replied, “No sir. Not wittingly."[3] One month later the Foreign Intelligence Surveillance Court secretly approved the latest FBI request to continue obtaining daily telephone records of millions of Verizon customers.[4] The judge ordered Verizon to turn over the information to the National Security Agency (NSA).[5] This directly contradicted Clapper's sworn testimony to Congress. Obama defended the wiretapping.[6]

Asked at a hearing if the Justice Dept. spies on members of Congress, Attn. Gen. Eric Holder refused to answer.[7]

A letter in late July from Clapper posted on Sen. Wyden's website, Clapper acknowledged that NSA analysts have exceeded even legal limits as interpreted by the NSA in domestic surveillance.[8] Sen. Wyden responded on the Senate floor: "These violations are more serious than those stated by the intelligence community, and are troubling."

Clinton email coverup

The FBI released documents under the Freedom of Information Act in early September 2016 from the Hillary Clinton email investigation which was now closed.[9][10] The release includes FBI form 302 interview reports. Some details from the July 2, 2016 (302) interview with Hillary Clinton were intentionally withheld.[11] FBI counterintelligence agent Peter Strzok who participated in the interview admitted in a text Lisa Page, special counsel to FBI Deputy Director Andrew McCabe, that a group at the highest levels of the FBI, including himself, conspired to withhold some of the information from Congress and the American people:
“there are VERY inflammatory things in the 302s we didn’t turn over to [Congress]…that are going to come out in FOIA and absolutely inflames Congress. I’m sure Jim [Baker] and Trisha [Trisha Beth Anderson] and Dave [Laufmen] and Mike [Kortan] are all considering how things like that play out as they talk amongst themselves.”
Days later James Clapper's Office of the Director of National Intelligence announced, in violation of Intelligence Community Directive ICD 732, that no Intelligence Community-wide damage assessment into Secretary Clinton's security breaches would be conducted. ODNI ignored all subsequent FOIA requests.

Intelligence Community Assessment

The Intelligence Community Assessment on Russian Interference in the 2016 Elections (ICA) was a document ordered up by President Barack Obama and presented to him in the Oval Office on January 6, 2017.

The ICA did not reflect the consensus of the intelligence community. Clapper broke with tradition and decided not to put the assessment out to all 17 U.S. intelligence agencies for review. Instead, he limited input to a couple dozen chosen analysts from just three agencies — the CIA, NSA and FBI. Agencies with relevant expertise on Russia, such as the Department of Homeland Security, Defense Intelligence Agency and the State Department's intelligence bureau, were excluded from the process.

Contravening intelligence community tradecraft standards that Clapper himself ordered in 2015, Congress found that the ICA did not properly describe the “quality and credibility of underlying sources” and was not “independent of political considerations." The process was skewed and manipulated to reach a predetermined conclusion that the incoming Republican president was compromised by the Russians.[12]

Illegal leaking

James Clapper leaked details of the Clinton-Steele dossier to CNN’s Jake Tapper on or before January 6, 2017. Clapper briefed CNN on the dossier before FBI director James Comey briefed President-elect Trump.

Clapper then directed Comey to brief President-elect Trump on the dossier on January 6, 2017. From Comey’s Memos: "I said there was something that Clapper wanted me to speak to the PE [President-Elect] about alone or in a very small group. I then executed the session exactly as I had planned." Comey specifically told President-elect Trump that “CNN had them and were looking for a news hook.” That CNN already had the dossier – and specifically wanted a rationale to publish – was Comey and Clapper's entire reasoning in briefing President-elect Trump.

Comey's briefing of President-elect Trump created the very excuse for CNN to run the story.

Clapper briefed CNN on the dossier before Comey briefed President-elect Trump. Clapper specifically instructed Comey to only brief President Trump on the “salacious details”.

Flynn firing

In mid 2014 Clapper fired Defense Intelligence Agency Chief Mike Flynn.[13][14] Flynn opposed Obama's support for the Islamic State.[15][16][17] A US Chinook helicopter was shot down in Afghanistan with a new generation of US Stinger missile procured by the Taliban from Qatar. A serial number from the missile casing was recovered, tracing the Stinger's origin to a lot disbursed to the CIA which the CIA delivered to Qatar, intended for Libya and Syria during the Libyan war. Hillary Clinton's State Dept. and John Brennan's CIA jointly ran a covert weapons supply program (Operation Zero Footprint).[18] Flynn was outraged at the findings of the DIA investigation, that US weapons supplied by Obama/Hillary/Brennan's covert assistance to jihadis were used to kill Americans.

Dir. James Comey testified before the House Intelligence Committee that Barack Obama, James Clapper, Loretta Lynch, Sally Yates, Susan Rice, and John Brennan all had access to sensitive wiretap information which contained the name of Gen. Mike Flynn. Leaking to the press the identity of Flynn was a felony because the information was part of a confidential intelligence gathering operation and the information had been “masked” to protect Flynn's identity.[19]

Lies about FISA

Clapper repeatedly denied any knowledge of the FISA warrant on the 2016 Trump campaign. He did so on March 5, 2017. He did so again on September 24, 2017. But on January 31, 2018, Clapper said this:

"This was simply an extension of uh, the original, uh, FISA request. Meaning that, or implying, that apparently, there was information that was considered, uh, ‘valuable’, that was being obtained, via the initial FISA request. When the time was up for the initial FISA report, FISA request, then it was time to get an extension.[20]

Spying on public figures

An attorney for Freedom Watch representing a whistleblower[21] alleged his client has evidence that "spy agencies were engaged for years in systematic illegal surveillance on prominent Americans, including the chief justice of the Supreme Court, other justices, 156 judges, prominent businessmen such as Donald Trump... Working side by side with Obama's former Director of National Intelligence (DNI), James Clapper, and Obama's former Director of the CIA, John Brennan," his client "witnessed 'up close and personal' this 'Orwellian Big Brother' intrusion on privacy, likely for potential coercion, blackmail or other nefarious purposes."[22] Evidence has been made public by a federal judge that SCOTUS Chief Justice John Roberts was hacked in an operation overseen by John Brennan and James Clapper.[23]
