José Miguel Insulza Salinas (b. Santiago, June 2, 1943 - ) is the Secretary General of the Organization of American States. Insulza has a law degree from the University of Chile; he did postgraduate studies at the Latin American Social Sciences Faculty, and also has a master degree in political science from the University of Michigan.

Insulza was elected Secretary General of the OAS on May 2, 2005. He has been Chilean Ambassador for International Cooperation, Director of Multilateral Economic Affairs at the Ministry of Foreign Affairs, Vice President of the International Cooperation Agency, Under-Secretary of Foreign Affairs, Minister of Foreign Affairs, Minister Secretary General of the Presidency, Minister of the Interior, and Vice President of the Republic of Chile.

In the academy Insulza has been Director of the Diplomatic Academy of Chile, Professor of Political Theory at the University of Chile and of Political Science at Chile’s Catholic University; he also taught at National Autonomous University of Mexico (UNAM), the University Iberoamerican , and the Institute of Diplomatic Studies Matías Romero.

Insulza is married to Mexican Georgina Núñez Reyes.
