Necessary and Proper Clause

"To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Poweres vested by this Constitution in the Government of the United States, or any Department or Officer thereof." - U. S. Constitution, Atricle I, section 8
The necessary and proper clause gives Congress the power to pass any and all laws required to carry out its enumerated powers.
