Permafrost is permanently frozen ground, typical of the treeless plains of Siberia, and common in polar regions.
Permafrost can often be problematic in such polar regions, as construction can disturb the ground, causing the permafrost to melt. For this reason ground with permafrost is unstable, and building on it can be risky.
