The stated U.S. policy imperative, adduced by Colin Powell during his term as Secretary of State of the United States, that all foreign conflicts must have clear goals and a clear exit plan. The stated goal of this policy was to avoid another Vietnam War, but the Powell Doctrine played little part in the Iraq War.
