Powell Doctrine

The stated U.S. policy imperative, adduced by Colin Powell during his term as Secretary of State of the United States, that all foreign conflicts must have popular support and a certainty of winning from the onset to be worth engaging in. The stated goal of this policy was to avoid another Vietnam War, but the Powell Doctrine played little part in the Iraq War.
