Robert Kagan is considered one of the founders and chief ideological spokesman of the neoconservative movement and brother of Fred Kagan, founder of the globalist warmongering think tank, the Institute for the Study of War (ISW). He is married to the Maidan coup conspirator, Victoria Nuland.
