I'm not sure if we should be so hard on the elder son. It seems that he might be guilty of knowing the rules (anyone with older brothers may understand this better). The elder children seem to have the burden of "knowing betting". While I don't agree with it, It seems like younger children get "spared the rod" so to speak.
