Make a mental note if they posted on their user page. You may need this to see when their last contribution was by looking at the edit history of the page and then clicking on "contrib" to see when their last edit was. If they have posted to their user page, the link will be blue. If they have not posted to their user page, the link will be red.

See when welcome was posted. See if editor ever posted on his/her talk page. Using editor signature to their posting, find out if they have posted in the last 5 years.

For Peter Ellis, you will see that he did post on his talk page.

You can go to their user page and look at its edit history. So for Peter Ellis, you will see this as his user page edit history: http://www.conservapedia.com/index.php?title=User:Peter_Ellis&action=history

Then you click on the "contrib" tab hear his name and you will see this: http://www.conservapedia.com/Special:Contributions/Peter_Ellis

Peter Ellis last posted in February of 2102 which is pretty close to 5 years ago. Peter also has a pretty extensive user page. His bio is pretty friendly. So give him the benefit of the doubt and do not delete his user page or talk page.

3. Once Step #2 has been accomplished, delete remaining talk pages and user pages of editors who have not edited in 5 years.

If they posted to their user page, you can use their edit history to see if they have posted in the last 5 years.

See if editor ever posted on his/her talk page. Using editor signature to their posting, find out if they have posted in the last 5 years.

4. If a person earned "bonus points" through lots of contributions, but edited a long time ago, do not delete their userpage or user talk page. If in doubt about possible "bonus points" you can ask about this matter before deleting their user page or talk page.

For example, User: Order made about 2,000 worthwhile edits. That is a lot of bonus points!
