On July 7, 2010, President [[Barack Obama]] bypassed the [[Senate]] during the July 4th recess to appoint Berwick administrator of the Centers for [[Medicare]] and [[Medicaid]] Services. The move was criticized by [[Republican]]s, as well as Senate Finance Committee Chairman [[Max Baucus]], D-Montana, who said that "Senate confirmation of presidential appointees is an essential process prescribed by the Constitution that serves as a check on executive power." 

Donald Berwick strongly advocates the use of health care bureaucracy to redistribute wealth, and has publicly supported massive government rationing of health care services.<ref>Ben Domenech.
