No Oil Producing and Exporting Cartels Act (NOPEC) is federal legislation aimed at making OPEC (No + OPEC) and other foreign oil-producing cartels subject to American antitrust law. The bill strips oil-producing foreign states of sovereign immunity, allowing them to be sued under the Sherman Antitrust Act.
In 2007, NOPEC passed both Houses of Congress by veto-proof margins. [1] [2]
