The IPA is the International Phonetic Association, and their International Phonetic Alphabet shares that abbreviation. The association was established in 1886 in Paris.
The aim of the IPA is to promote the scientific study of phonetics and the various practical applications of that science through the provision of a notational standard for the phonetic representation of all languages.[1]

Other Uses
IPA is a common shorthand term for isopropyl alcohol (the branched configuration of propanol).
