Condemnation is the legal process by which the government takes private land for public use, paying the owners an allegedly fair price. Often, however, the price established by the proceeding does not fully compensate the owner for his losses resulting from the taking, such as the goodwill a business has developed at that particular location.
Condemnation is frequently used when a property has been allowed to deteriorate by the owner (who may have long moved away or is deceased, and there are no heirs or anyone interested in it) and the government has declared it a nuisance to public health and safety (such as a collapsing building, overgrowth of weeds and plants, and such), wanting to sell it to an owner who will maintain it properly.
