Is an External Link supposed to contain commentary?

The external link is stated to be "an excellent introduction, surprisingly free of pro-liberal bias." In my humble opinion, the word "surprisingly" has no place in an encyclopedia article. PaulBurnett 00:35, 30 August 2009 (EDT)
