Can anyone find a citation documenting the reasons Pendleton pushed for civil service reform? The article says that it was attributed to his core racist beliefs, though I can't find a source directly stating this. I found it in a ''Vox'' article. They cited a professor claiming that Democrats tried to reform the civil service because so many blacks were in it during Reconstruction, and said that Pendleton did it due to his racist beliefs. On second thought though, they did claim that Donald Trump and Chris Christie were trying to destroy the civil service system, and made it look like Pat Buchanan was a racist. So they obviously did have some left-wing bias in it. But anyway, here is what they said,
