The Institute for the Works of Religion (Italian: Istituto per le Opere di Religione; IOR), commonly known as the Vatican Bank, is a financial institution headquartered in Vatican City that serves the financial needs of the Catholic Church throughout the world. It was established in its present form by Pope Pius XII in 1942, although its institutional origins date to an organization founded under Pope Leo XIII in 1887.

The IOR's statutory purpose is to safeguard and administer assets entrusted to it for religious or charitable purposes. It provides financial and payment services to institutions and persons associated with the Catholic Church. Despite its common name, the IOR is not an ordinary retail bank open to the general public, and it is distinct from other financial and administrative bodies of the Holy See.

The institution has been involved in several major financial controversies, most notably its relationship with the collapse of Banco Ambrosiano in 1982. Subsequent scrutiny of its financial controls and transparency led to regulatory reforms, revised statutes, and increased public reporting.

History
Origins and establishment
In 1887, Pope Leo XIII established the Commission ad pias causas, an organization concerned with the administration of funds intended for religious and charitable purposes. This initiative eventually developed into the Administration for Works of Religion, whose statutes were approved by Pope Pius XII in 1941.

On June 27, 1942, Pius XII formally established the Institute for the Works of Religion in Vatican City, incorporating the earlier administration and giving the institution its present name and legal personality.

The Institute was intended to provide for the custody and administration of assets entrusted for the Church's religious and charitable activities. Its responsibilities and governing arrangements have subsequently been revised through successive statutes, including reforms approved by Pope John Paul II in 1990 and changes introduced under Pope Francis in 2019 and 2023.

Functions and organization
The IOR provides financial services to Catholic Church institutions and other eligible clients connected with the Church. Its activities include the administration of entrusted assets, deposit services, payments, and investment management.

The institution is headquartered in Vatican City and has no branches or subsidiaries. Its profits are intended for religious and charitable works in accordance with its statutory mission.

Under its statutes, the Institute has four principal governing bodies: the Commission of Cardinals, the Prelate, the Board of Superintendence, and the Director General. The Commission of Cardinals oversees the Institute's adherence to its statutory mission. The Board of Superintendence establishes strategic guidelines and policies, while the Director General is responsible for its administration and day-to-day management. The statutes also provide for an external auditor.

The IOR is at the service of the Roman Curia but is not itself a department of the Roman Curia.

Financial controversies
Banco Ambrosiano scandal
The IOR became the focus of international controversy following the collapse of Banco Ambrosiano in 1982. The Milan-based bank had extensive financial relationships with organizations associated with the Vatican, and the IOR was identified as its principal shareholder. The scandal raised questions about the relationship between the two institutions and the handling of transactions involving companies connected with Roberto Calvi, Banco Ambrosiano's chairman, and Paul Marcinkus, then president of the IOR.

Calvi was found dead beneath Blackfriars Bridge in London in June 1982. His death became associated with the wider Italian financial scandal surrounding Banco Ambrosiano.

The Holy See denied responsibility for Banco Ambrosiano's collapse but agreed in 1984 to make a payment of approximately US$244 million to the bank's creditors. The payment was described as a goodwill contribution rather than an admission of legal responsibility.

The affair damaged the institution's reputation and contributed to continuing questions about the adequacy of its financial oversight and transparency.

Money-laundering controls and financial reforms
In the late 2000s and early 2010s, the IOR faced renewed scrutiny over its financial controls and compliance with international standards. In September 2010, Italian authorities seized funds held in IOR accounts during an investigation involving international transfers and concerns about the identification of the parties to those transactions.

The Vatican subsequently strengthened its financial regulatory framework. In 2010, Pope Benedict XVI established the Financial Information Authority, later renamed the Supervisory and Financial Information Authority (ASIF), to oversee financial activities and combat money laundering. Further legislation and reforms followed in 2013 under Pope Francis.

The Institute also introduced stronger compliance procedures, reviewed its client accounts, and increased the publication of information about its activities. In October 2013, it published its first annual report, marking a significant change from its previous limited public financial reporting.

Pope Francis approved revised statutes in 2019 and promulgated further statutes in 2023. The revised arrangements clarified the respective responsibilities of the Institute's governing bodies and provided for external audits of its accounts.

Financial management under Pope Leo XIV
In October 2025, Pope Leo XIV modified a financial policy introduced by Pope Francis in 2022 that had required Vatican departments to channel their investments exclusively through the IOR. Under Leo's decree, Vatican departments could use financial institutions in other countries when the competent authorities considered this more efficient or convenient. The departments remained subject to the Vatican's investment policies.

The change modified the Institute's exclusive role in managing Vatican departmental investments without abolishing its established functions as a financial institution serving the Catholic Church.

Financial results
According to its annual report published in May 2026, the IOR reported net income of €51 million for the 2025 financial year. The Institute also reported total client assets of approximately €5.9 billion, encompassing deposits, assets under management, and securities under custody.

The Institute's financial statements are subject to external audit, and its published reports provide information about its financial position, client assets, operating results, and compliance arrangements.
