While the growth spurt from 2002-2012 strengthened and spoiled the CCP, by 2018 the Party was in crisis and the future looked hopeless. Xi Jinping was made dictator for in the hopes he could salvage the Party's future in his lifetime. In May 2019 they declared war on the US. Modern warfare does not mean conventional warfare.
