Russia has expressed concern over how Latvia's language and naturalization laws affect Latvia's Russian-speaking population. Russians comprised 28.5% of the population in 2006. In turn, Latvia is interested in the welfare of ethnic Latvians still residing in Russia. Latvia and Russia signed a border treaty agreement in March 2007. It has been ratified by the Latvian side but awaits ratification by the Russian State Duma.

After failing to comply with the terms of its contract for payment of liquified natural gas (LNG), deliveries of LNG to Latvia were terminated by the Russian company [[Gazprom]] in late July 2022.
